Response to ORR’s open letter launching Periodic Review 23

RIA has responded to the ORR's call for views on their approach to Periodic Review 23. 

Periodic reviews are one of the principal mechanisms by which ORR holds Network Rail to account, setting overall decisions on what Network Rail should deliver between 2024-2029.
